Preliminary ruling issued for allegations of employer interference with employee rights in violation of RCW 41.56.140(1) by denial of employee access to union representation (Weingarten) and refusal to bargain in violation of RCW 41.56.140(4), by its unilateral change in denying employee access to union representation at pre-disciplinary hearings.

Order of dismissal for employer interference in violation of RCW 41.56.140(1). Union failed to state a cause of action in its allegation that employer questioned employees about the authorship of a union document.
