The union filed an unfair labor practice complaint under Chapter 41.56 RCW alleging employer interference, domination or assistance of a union, and refusal to bargain by a unilateral change to the policy on Labor-Management meetings.  The complaint stated a cause of action for interference and refusal to bargain, but did not allege facts indicating that the employer had interfered with the internal affairs of the union or attempted to create, fund, or control a company union.  A deficiency notice was issued.  The union did not file an amended complaint.  A preliminary ruling/deferral to arbitration inquiry was issued on the interference and refusal to bargain claims.  The domination or assistance claim was dismissed.
