Issue 1: Should the existing custodian supervisor bargaining unit be clarified to include regular part-time employees?
The Executive Director modifies the custodian supervisor bargaining unit represented by the union to include regular part-time employees who perform work similar to work performed by full-time bargaining unit employees and who work more than 350 hours in any twelve consecutive month period.
Issue 2: Was the unit clarification petition timely filed? If the petition is timely, should the custodian 4 position be accreted to the existing bargaining unit?
The Executive Director finds the petition was timely filed under WAC 391-35-020(1)(f). The custodian 4 position is accreted into the bargaining unit.
Issue 3: How should the bargaining unit be defined?
The Executive Director modifies the bargaining unit description to use generic terms.
