DECISION 10049 (PECB)
Issues: The union filed a complaint alleging employer interference in violation of RCW 41.56.140(1) and refusal to bargain in violation of RCW 41.56.140(4), concerning alleged unilateral changes to job share benefits and a school bus drivers’ handbook. The allegations concerning the job share benefits were untimely; although continuing violations were asserted, the union provided no specific details as required by WAC 391-45-050(2). A deficiency notice indicated that a preliminary ruling would be issued for the allegations concerning the handbook, but that the union needed to file an amended complaint for the allegations concerning the job share benefits. The union did not file an amended complaint.
A preliminary ruling was issued for employer interference and refusal to bargain regarding the handbook. A deferral inquiry was included in the ruling. The allegations concerning the job share benefits were dismissed.
