DECISION 10042 (PECB)

Issues: Union alleged “other” violations for employer skimming of bargaining unit work to non-represented employees, but already had stated a cause of action for employer skimming of bargaining unit work. Union also had stated causes of action for employer interference, discrimination, and refusal to bargain involving failure to provide information and breach of good faith.

Union only gets one cause of action for skimming; “other” skimming violation dismissed. Remaining allegations given preliminary ruling.
