Issues: The union stated a cause of action for employer interference in violation of RCW 41.56.140(1) and refusal to bargain in violation of RCW 41.56.140(4). The union also cited RCW 41.56.140(2) (domination or assistance of a union) in its statement of facts, but provided no other information related to that allegation, other than the numerical reference. The union further alleged employer refusal to bargain in violation of RCW 41.56.100. A deficiency notice was issued for the domination claim and the refusal to bargain claim under RCW 41.56.100. The union did not file an amended complaint.

The union did not clearly state its purpose for citing RCW 41.56.140(2). The Commission processes employer refusal to bargain claims only under RCW 41.56.140(4). The defective allegations were dismissed and a preliminary ruling issued for employer interference and refusal to bargain (under the applicable statute).
