During the course of the factfinding
hearing, the parties reached the following tentative agreement:
The undersigned representatives of the
agree that they will recommend
unanimously to their respective parties the following total package to be
effective as set forth below,

1980 SALARIES -
The 1979 salary schedule shall be increased
by the percentage change in the CPI (Revised Urban Wage Earners and Clerical
Workers) August, 1978 to August, 1979, All U.S. Cities Average with a minimum
of 6.0% and a maximum of 8.5%.
B. MEDICAL FOR DEPENDENTS. The City agrees to pay the premiums for the
City's medical insurance plan throughout 1979 and provide a plan with benefits
substantially equal to that currently in effect.
Effective
January 1, 1980, the City will pay for rate increases for such plan up to a
percentage increase equal to 90% of the percentage change in the August, 1978
to August 1979 CPI (Revised Urban Wage Earners and Clerical Workers), All U.S.
Cities Average.
C. DENTAL FOR FAMILY. The City agrees to pay the premiums for the
City's dental insurance plan throughout 1979 and provide a plan with benefits
substantially equal to that currently in effect.
Effective
D. With respect to all other provisions of
the Labor Agreement, they will remain unchanged from the 1978 agreement, unless
otherwise agreed.
E. It
is undeerstood that the City representatives will
recommend ratification to the City Council only after the above is approved by
the Association membership. It is agreed
that no release of information with regard to such agreement as set forth
herein shall be released until the contents are ratified by both parties.
The
foregoing agreement shall be binding on the parties as of the specified
effective dates upon ratification by the City Council and Police Association.

Dated this 14th Day of March, 1979.
The factfinding
panel recognizes that as a tentative agreement these terms must be submitted to
the members of the Police Benefit Association and the members of the City
Council. The factfinding
panel wishes the parties to know that this tentative settlement is in line with
their thinking - the Panel would recommend no more or less. The Panel will retain jurisdiction until the
ratification vote is completed.
